为了适应咨询研究工作的需要,聘请一部分特约研究人员。总的看前段多数单位在这方面取得了一些成效,在研究工作中较好地发挥了特约研究员的作用。同时也存在着不少问题,有待进一步解决。一是,聘请特约研究员必须有明确的指导思想。在聘任特约研究员时,不仅要考虑少数有较高威望的专家、学者,还应从实际工作需要出发,缺那方面的研究力量,就聘请什么样人才;缺多少就聘多少,不搞名誉。二是,聘请特约研究员要有具体的条件,必须强调坚持四项基本原则,拥护党的十一届三中全会以来关于改革、开放、搞活的总方针、总政策。同时,还应掌握较新的现代科学知识和研究手段,勇于开拓,思维敏捷。特别是还应吸收近年来在实际工作中涌现出来的一批有造诣的中青年理论研究工作者和实际工作者,从而使特约研究员这支队伍充
