目前,我国东部地区已基本完成新型工业化、新型城镇化,但以成都为代表的西部地区正处在“双加速”时期。在这一时期,有效化解劳动纠纷构建和谐劳动关系至关重要。面对“双加速”时期劳动争议的特点和劳动纠纷解决机制的不足,在反思实践中的“一调一裁两审制”存在的主要问题的基础上,借鉴国内外劳动纠纷解决机制的经验,结合本地的实际情况,提出对成都市劳动纠纷非诉调处机制优化路径的初步设想。这一设想对于处于“双加速”时期的全国多数地区具有普适意义。
