在现代社会,项目化管理应用越来越普遍,项目管理暴露出的问题也越来越明显,像多个项目之间资源分配不均、管理责任不明、执行力差、效率低下等。本文采用最新的项目管理技术——项目组合决策,结合传统的工程造价管理模式,提出了以项目及项目组合为管理对象、以工程造价管理为基本主线的三维项目组合决策体系。本文重点研究了工程造价管理在项目组合决策体系中的主要任务和重要功能,梳理了项目组合决策流程,解决了在进行多项目管理时面对的种种困扰,创新性地提出一种决策体系,从而提高项目管理执行能力。
