根据国家教委的中小学课程设置规划,在全国实行九年制义务教育新教学大纲时,现行的小学历史课和地理课将被取消,改为开设小学社会课。按照国家教委已颁发的九年制义务教育《全日制小学社会教学大纲》(初审稿)的规定,小学社会课教学内容中包含有大量的历史和地理常识。这很自然地使人提出问题:将开设的小学社会课既是取代现行小学历史、地理课而来,又包含有大量历史、地理常识作为其教学内容,那么小学社会课到底是怎样一门课程?它与现行小学历史课、地理课有什么区别?这个问题提得顺理成章,又由于将来小学社会课的教学任务很可能多数是由现行小学史地课教师来承担,所以也成为一个值得回答的实际问
