创新人才工作机制,营造人才发展良好环境,必须正确处理政府与市场、与社会的关系,构建与市场经济相适应的人才市场化发展机制,以良好的市场环境不断激发人才活力、释放人才生产力。树立市场化理念,营造推动人才发展的“市场氛围”。当前,我国正处于加速发展时期,人才事业面临需求多样、服务多元等压力。尽管改革开放加速了人才发展接轨市场的步伐,但仍存在人才供给偏紧、服务业态偏少、市场功能偏弱等问题,越发凸显政府主导人才发展模式的不足。
