要实现四化,根本条件之一是要提高我们民族的文明程度和科学文化程度。而提高科学文化程度的基础是办好小学教育。普及小学教育是一项十分光荣而艰巨的任务。在经济基础薄弱,地理条件较差的地区,尤其要付出极大的努力。阳原县在60年代实现了普及小学教育。粉碎“四人帮”后,小学教育事业又有了新的发展,适令儿童入学率和巩固率均保持在97％以上。1978年河北省人民政府又授予我县“普及教育模范县”的光荣称号。
To realize the four modernizations, one of the fundamental conditions is to raise the level of civilization and degree of science and culture of our nation. The basis for raising the scientific and cultural level is to run primary education. To popularize primary education is a very honorable and arduous task. In areas with weak economic foundation and poor geographical conditions, great efforts must be made in particular. Yangyuan County achieved universal primary education in the 1960s. After the “gang of four” was smashed, there has been a new development in primary education, and the rate of children’s enrollment and the rate of consolidation have remained above 97%. In 1978, Hebei Provincial People’s Government granted me the glorious title of “popularization education exemplary county”.
